This Policy is to provide the guiding principles that will ensure universal access to telecommunications services. To ensure effective and efficient implementation the Office of the Regulator (the "OOTR") shall be responsible for defining the administrative principles and developing the implementation mechanisms, in accordance with the provisions of Part IV of the Telecommunications Act 2005.
